I have always had a difficult time answering the question about whether graffiti is art or not.

Some graffiti is art. Some graffiti is scribble. I label this graffiti "art". I know others disagree.

Oh the Graffiti, I do not know about that. I love the wall art, however I think here we still have some graffiti. Our towns are trying to turn it around.
