Very zen this yard ! You should advice the owner to make some grooves in the gravel; it would look like a Japanese garden.

These rocks almost look like a sacred cairn! But from a more earthly perspective, perhaps the owner had these as a temporary fill-in? Didn't know what to do with space? Love your word "frugal" for this! They do look a little "dumped" there!

This yard looks like a lot of the ones I saw in the southwestern part of the US, where they are constantly fighting a drouth.
